Market entry and company set-up
For investors arriving from Türkiye or elsewhere in Europe: the regulatory map, the institutions that matter (ANRE, Transelectrica, the Ministry of Energy, OPCOM), the revenue routes and the practical steps of setting up and running a Romanian company, from registration to the first permits.
What you receive- Market entry briefing tailored to your strategy (solar, storage, wind or hybrid)
- Company set-up in Romania: registration, tax and regulatory registrations, bank and accounting, with Romanian legal and tax partners
- Regulatory and institutional map with current procedures and deadlines

Project sourcing and development
We identify solar, storage and wind projects at greenfield, ready-to-build or operating stage and take development forward: land rights, urbanism and environmental permits, the technical connection permit (ATR) and capacity allocation under the 2026 rules, up to ready-to-build. When you buy a project or a company instead of developing one, we support the purchase: technical due diligence on the plant, its grid position and its permits, with legal and tax review by expert partners.
What you receive- Long list and short list of projects matching your mandate, screened for grid, permits and land
- Development to ready-to-build: land, permits, grid connection
- Acquisition support: technical due diligence, with legal and tax review by expert partners
- Screening memo per project, with the open questions listed

EPC: engineering, procurement, construction
We take turnkey EPC responsibility, from engineering to the finished plant. We design and build the plant and its grid connection and procure the equipment: modules, inverters, mounting structures, cabling, transformers and substations. Momentum Energy holds certifications from ANRE (Romanian Energy Regulatory Authority): E1 (design of transformer stations, substations and the electrical part of power plants at any standardised voltage), E2 (execution of the same works) and A3 (testing of equipment and installations for the certification of a plant's technical compliance).
What you receive- Engineering: plant layout, electrical design, substation and connection design (ANRE E1)
- Procurement: modules, inverters, structures, transformers and substations, with delivery schedules tied to commissioning deadlines
- Construction, testing and commissioning, including the compliance tests required for energisation (ANRE E2 and A3)
04
Operations and maintenance
After commissioning we keep the plant producing: monitoring, preventive and corrective maintenance, spare parts, performance reporting and warranty management, for the plants we build and for operating assets.
What you receive- Monitoring and performance reporting against the business plan
- Preventive and corrective maintenance with response times agreed in the contract
- Spare-parts, warranty and grid-operator compliance management
05
Energy trading
Starting soonWe are preparing an energy trading service for the plants we build and operate: sale of the electricity produced, PPA structuring and market access, subject to the licences required by ANRE. The service is not yet available; the start date will be published here.
What you receive- Sale of the electricity produced on the Romanian market
- PPA structuring for producers and corporate buyers
- Market access and reporting

It is the same material we use to screen and build projects.
What you receive- Monitoring tailored to your assets or targets
