Romania's Largest New Wind Farm in a Decade Is Live: Rezolv Energises 192 MW at VIFOR

Rezolv Energy has energised the 192 MW first phase of VIFOR in Buzău: 30 Vestas turbines, eight lenders, a CfD and six corporate PPAs.

Thirty Vestas turbines, eight lenders and six corporate buyers from T-Mobile to Bekaert: what the first phase of VIFOR tells investors about Romania’s return to large-scale wind.

Rezolv Energy, the Southeastern European renewables platform backed by Actis and Mubadala, has energised Phase 1 of the VIFOR wind farm in Buzău County. At 192 MW, it is the largest new wind project to come online in Romania in more than a decade. A second phase of 269 MW is due in 2027 and will take VIFOR to 461 MW, among the largest onshore wind farms in Europe.

Alastair Hammond, CEO of Rezolv Energy, said the company expects VIFOR to be remembered “as marking the start of a new era for wind energy in Romania”.

What went live

  • Turbines: 30 Vestas V162 EnVentus turbines rated 6.4 MW each, on 166 m towers with 162 m rotors. Vestas also acted as the EPC contractor.
  • Phase 1 financing: up to €291 million of project finance from eight lenders, led by Erste Group, UniCredit and the EBRD, alongside IFC, Intesa Sanpaolo, OTP Bank, Raiffeisen Bank International and Garanti BBVA Romania.
  • Phase 2 financing: up to €331 million of additional facilities, largely from the same lenders.
  • Impact: with both phases running, VIFOR is expected to power more than 270,000 homes and avoid about 540,000 tonnes of CO2e a year.

Phase 1 entered its testing period in the summer, was formally inaugurated in late September and was announced as energised on 6 October 2026.

Who is buying the power

VIFOR has signed six long-term corporate PPAs covering more than 350 GWh a year: T-Mobile Czech Republic, Slovak Telekom, CE Colo Czech Republic, Bekaert, A2A and Etem Gestamp. Several of the buyers are telecom, data centre and utility groups based outside Romania.

The corporate contracts sit next to state support. Rezolv says its bid for 240 MW of VIFOR capacity was successful in Romania’s first CfD auction. The result is a mixed revenue base: a CfD for part of the output and corporate PPAs for much of the rest.

The wind gap it starts to close

Romanian wind capacity grew fast between 2010 and 2015 and then stalled. The country has just over 3 GW installed today, while its National Energy and Climate Plan targets 7.3 GW by 2030. That is roughly 4 GW of new wind in about four years. VIFOR’s two phases alone cover more than a tenth of it.

Momentum Energy’s View

  • The revenue stack is the template. A CfD for part of the capacity and corporate PPAs for the rest gives lenders price visibility without tying the whole asset to one counterparty. Buyers in the Czech Republic, Slovakia and Italy taking Romanian wind output show that demand for Romanian green power is regional, not only domestic.
  • Lender depth is no longer the constraint. Development banks, Western European commercial banks and the Romanian arm of Garanti BBVA sit in the same syndicate. For Turkish sponsors looking at Romanian wind, a familiar bank group is already active in this market.
  • Execution is now the bottleneck. Closing a 4 GW gap by 2030 depends on turbine supply, heavy transport and grid connection dates more than on capital. A single OEM acting as full EPC, as Vestas did here, reduces interface risk. Momentum Energy will track how Phase 2 delivers against its 2027 date.
